1. Pengertian Supply Chain Management
Jebarus (2001) mendefinisikan supply chain management adalah pengembangan lebih lanjut dari manajemen distribusi produk untuk memenuhi permintaan konsumen.
Supply Chain Managemen juga merupakan pendekatan terintegrasi antar fungsi maupun lintas organisasi dalam memproduksi dan menghantarkan produk ke pelanggan yang dibahas pada buku Supply Chain Management Edisi 3.
Pengertian ini menekankan pada pola terpadu yang menyangkut proses aliran barang atau jasa dari supplier, manufaktur, retailer hingga kepada konsumen. Aktivitas antara supplier hingga konsumen akhir adalah dalam satu kesatuan tanpa sekat pembatas yang besar sehingga mekanisme informasi antara berbagai elemen tersebut berlangsung secara transparan.
Manajemen Rantai Pasokan (MRP) merupakan suatu konsep menyangkut pola pendistribusian produk yang mampu menggantikan pola-pola pendistribusian produk secara optimal. Pola baru ini menyangkut aktivitas pendistribusian, jadual produksi, dan logistik.
Supply chain management is the coordination of production, inventory, location, and transportation among the participants in a supply chain to achieve the best mix of responsiveness and efficiency for the market being served (Hugos, 2003).
Menurut Levi, et al (2000), supply chain management adalah sebagai suatu pendekatan yang digunakan untuk mencapai pengintegrasian yang efisien dari supplier, manufaktur, distributor, retailer, dan customer.
Sedangkan menurut J. A. O’Brien (2006) tidak jauh berbeda pandangan, supply chain management adalah sistem antar perusahaan lintas fungsi, yang menggunakan teknologi informasi untuk membantu mendukung serta mengelola berbagai hubungan antar beberapa proses bisnis utama perusahaan dengan pemasok, pelanggan, dan mitra bisnis.
Pengertian-pengertian tersebut menyatakan secara umum bahwa pemahaman supply chain management (manajemen rantai pasokan) akan mengandung makna terjadinya aliran material dari awal sampai ke konsumen dengan memperhatikan faktor ketepatan waktu, biaya, dan jumlah produknya.
Terdapat tiga aspek yang perlu diperhatikan dalam supply chain management, antara lain:
a. Supply chain management adalah suatu pendekatan yang digunakan untuk mencapai pengintegrasian yang efisien dari supplier, manufaktur, distributor, retailer, dan customer.
Artinya barang diproduksi dalam jumlah yang tepat, pada waktu yang tepat, dan tempat yang tepat dengan tujuan mencapai biaya dari sistem secara keseluruhan yang minimum dan juga mencapai tingkat pelayanan yang diinginkan.
Hal ini dilakukan untuk menekan biaya dengan mengatur secara baik aliran bahan baku dari pemasok, kemudian selama proses produksi, hingga pengiriman barang jadi sampai ke pengecer yang dibahas secara detail pada buku Supply Chain Management.
b. Supply chain management mempunyai dampak terhadap pengendalian biaya.
c. Supply chain management mempunyai peran penting dalam meningkatkan kualitas pelayanan perusahaan ke konsumen. Supply chain management melibatkan berbagai pihak di dalamnya baik secara langsung maupun tidak langsung dalam usaha untuk memenuhi permintaan konsumen.
Supply chain tidak hanya melibatkan manufaktur dan supplier, tetapi juga melibatkan banyak pihak yaitu konsumen, retailer, wholesaler, produsen hingga transporter produk.
2. Komponen Dasar Supply Chain Management
Menurut Worthen dan Wailgum (2008), Supply Chain Management (SCM) memiliki beberapa komponen dasar di antaranya:
a. Plan
Kesuksesan supply chain management terletak pada proses penentuan strategi Supply Chain Management (SCM). Tujuan dari proses perumusan strategi ialah agar tercapai efisiensi dan efektivitas biaya serta terjaminnya kualitas produk yang dihasilkan hingga sampai ke konsumen.
b. Source
Perusahaan harus mampu memilih supplier bahan baku yang kredibel dan sanggup untuk mendukung proses produksi yang akan dilakukan. Oleh sebab itu, manajer supply chain management harus dapat menetapkan harga, mengelola pengiriman, pembayaran bahan baku, dan menjaga serta meningkatkan hubungan bisnis terhadap supplier.
c. Make
Komponen ini adalah tahap manufacturing. Manajer Supply Chain Management (SCM) melakukan penyusunan jadwal aktivitas yang dibutuhkan dalam proses produksi, uji coba produk, pengemasan, dan persiapan pengiriman produk berupa barang atau jasa. Perusahaan juga harus mampu melakukan pengukuran kualitas, output produksi, serta produktivitas pekerja.
d. Deliver
Perusahaan memenuhi pesanan dari permintaan konsumen, mengelola jaringan gudang penyimpanan, memilih distributor untuk menyerahkan produk ke konsumen, serta mengatur sistem pembayaran.
e. Return
Perencana supply chain management harus mampu membuat jaringan yang fleksibel serta responsif untuk produk (barang atau jasa) cacat dari konsumen dan membentuk layanan aduan konsumen yang memiliki masalah dengan produk yang dikirimkan.
Perusahaan perlu membuat laporan performansi bisnis secara rutin sehingga pimpinan perusahaan dapat mengetahui perubahan performa bisnis yang telah dilakukan sesuai dengan tujuan awal dari Supply Chain Management (SCM) yang telah ditetapkan.
3. Tujuan Supply Chain Management
Tujuan dari Supply Chain Management (SCM) di antaranya:
a. Mencapai biaya yang minimum dan tingkat pelayanan yang maksimum. Manajemen rantai pasokan (supply chain management) mempertimbangkan segala fasilitas yang berpengaruh terhadap barang atau jasa yang dihasilkan dan biaya yang diperlukan dalam memenuhi kebutuhan konsumen.
b. Memenuhi kebutuhan konsumen dan menghasilkan keuntungan.
c. Bisa memenangkan persaingan pasar. Untuk bisa memenangkan persaingan pasar maka rantai pasokan harus mampu menyediakan barang atau jasa yang murah, berkualitas, tepat waktu, dan variatif.
d. Merencanakan dan mengkoordinasikan semua kegiatan yang terdapat dalam supply chain sehingga akan tercapai pelayanan kepada customer yang maksimal dengan biaya yang relatif rendah.
e. Memaksimalkan nilai keseluruhan yang dihasilkan untuk memenuhi kebutuhan dan permintaan customer serta meminimumkan biaya secara keseluruhan seperti biaya pemesanan, penyimpanan, dan transportasi.
4. Manfaat Supply Chain Management
Manfaat manajemen rantai pasokan dalam perusahaan secara umum dapat memberikan kepuasan pelanggan, meningkatkan pendapatan, menurunkan biaya, pemanfaatan aset yang semakin tinggi, peningkatan keuntungan dan perusahaan semakin besar.

a. Kepuasan konsumen

Menurunkan biaya berarti pengintegrasian barang atau jasa dari perusahaan kepada konsumen akhir berarti pula mengurangi biaya-biaya pada jalur distribusi.
d. Pemanfaatan aset semakin tinggi
Aset terutama faktor sumber daya manusia akan semakin terlatih dan terampil baik dari segi pengetahuan dan keterampilan. Tenaga manusia akan akan mampu memberdayakan penggunaan teknologi tinggi sebagaimana yang dituntut dalam pelaksanaan supply chain management.
e. Peningkatan laba
Semakin meningkatnya jumlah konsumen yang setia dan menjadi pengguna produk (barang atau jasa) pada gilirannya akan meningkatkan keuntungan perusahaan.
f. Perusahaan semakin besar
Perusahaan semakin maju dan berkembang dengan mendapatkan keuntungan dari proses distribusi produknya yang lambat laun akan menjadi besar. Perusahaan pun tumbuh lebih kuat.
Sedangkan manfaat langsung Supply Chain Management bagi perusahaan adalah:
a. Supply chain management secara fisik dapat mengkonversi bahan baku menjadi produk jadi dan mengantarkannya kepada konsumen akhir. Ini menekankan pada fungsi produksi dan operasi dalam sebuah perusahaan. Fungsi ini dilakukan penggunaan dari seluruh sumber daya yang dimiliki dalam sebuah proses transformasi yang terkendali, guna memberikan nilai pada barang atau jasa yang dihasilkan sesuai dengan kebijaksanaan perusahaan dan mendistribusikannya kepada konsumen yang dibidik.
b. Supply Chain Management (SCM) sebagai mediasi pasar. Artinya memastikan apa yang dipasok oleh rantai suplai mencerminkan aspirasi konsumen.
Melalui supply chain management, pemasaran dapat mengidentifikasi barang atau jasa dengan karakteristik yang diminati konsumen. Fungsi ini harus mampu mengidentifikasi seluruh atribut produk yang diharapkan konsumen tersebut dan mengkomunikasikan kepada perancang produk (barang atau jasa). Apabila seleksi desain produk sudah dilakukan serta dilakukan pengujian maka produk dapat diproduksi.
5. Prinsip-prinsip Supply Chain Management
Prinsip-prinsip supply chain management adalah sinkronisasi dan koordinasi kegiatan-kegiatan dengan aliran barang atau jasa, baik dalam suatu organisasi, maupun antar organisasi.
Aliran produk dalam satu organisasi misalnya, suatu industri manufaktur adalah suatu kompleksitas yang penanganannya membutuhkan campur tangan semua pihak, bukan hanya dilalui langsung oleh aliran produk secara fisik tetapi juga bagian-bagian lain seperti bagian desain produk, manufaktur, marketing, akuntansi, dan lain-lain.
Prinsip-prinsip ini terbagi atas:
a. Menyesuaikan jaringan logistik untuk melayani konsumen yang berbeda.
b. Mensegmentasi konsumen berdasar kebutuhannya.
c. Mendengarkan dan mengamati sinyal pasar dan jadikan sinyal tersebut sebagai dasar dalam perencanaan kebutuhan sehingga hasil ramalan konsistensi dan alokasi sumber dana optimal.
d. Mengelola sumber-sumber supply secara strategis untuk mengurangi ongkos kepemilikan dari material maupun jasa.
e. Mendiferensiasikan barang atau jasa pada titik yang lebih dekat dengan konsumen dan mempercepat konversi sepanjang rantai pasok.
f. Mengembangkan sebuah strategi teknologi untuk keseluruhan supply chain yang mendukung pengambilan keputusan hirarki serta memberikan gambaran yang jelas dari aliran produk, jasa, maupun informasi.
g. Mengadopsi pengukuran kinerja untuk sebuah supply chain secara keseluruhan dengan maksud untuk meningkatkan pelayanan kepada konsumen akhir.
6. Proses Bisnis Supply Chain Management
Supply chain management tentu akan melibatkan perusahaan-perusahaan lain baik pemasok bahan baku hingga distributor produk. Apabila dua perusahaan membina hubungan, aktivitas-aktivitas internal mereka akan terhubung dan tersusun bersama di antara keduanya.
Contohnya, aktivitas internal perusahaan dihubungkan dan mempengaruhi aktivitas internal distributor, sebaliknya juga dapat berhubungan dengan aktivitas retail. Akhirnya, aktivitas internal retail berhubungan dan mempengaruhi konsumen akhir.
Dengan demikian, keberhasilan supply chain management memerlukan fungsi individual untuk menyatukan kegiatan-kegiatan pada proses bisnis supply chain dan mengkoordinasikannya.
Keberhasilan manajemen rantai pasokan juga memerlukan, dukungan sumber daya manusia, kepemimpinan, komitmen untuk berubah, memahami sejauh mana perubahan yang perlu dilakukan, menyetujui visi dan proses inti manajemen rantai pasokan, komitmen pada perlunya sumber daya dan kekuasaan atau wewenang untuk mencapai tujuan yang telah ditetapkan.

a. Customer Relationship Management (CRM)

Sumber tunggal informasi konsumen yang mengurus persetujuan barang atau jasa. Customer service memberitahukan pelanggan informasi mengenai tanggal pengiriman dan ketersediaan barang atau jasa berdasarkan informasi dari bagian produksi dan distribusi.
Pelayanan setelah penjualan juga perlu, intinya harus secara efisien membantu pelanggan mengenai aplikasi dan rekomendasi barang atau jasa.
c. Demand Management
Proses ini harus menyeimbangkan kebutuhan konsumen dengan kemampuan supply perusahaan, menentukan apa yang akan dibeli konsumen dan kapan.
Sistem manajemen permintaan yang baik menggunakan data point of sale (yang telah diuraikan di manajemen logistik) dan data konsumen inti untuk mengurangi ketidakpastian dan aliran yang efisien melalui supply chain.
d. Customer Demand Fulfillment
Proses penyelesaian pesanan ini secara efektif memerlukan integrasi rencana kerja, antara produk, distribusi, dan transportasi. Hubungan dengan rekan kerja, yakni anggota primer supply chain dan anggota sekunder diperlukan untuk memenuhi kebutuhan konsumen dan mengurangi total biaya kirim konsumen.
e. Manufacturing Flow Management
Perusahaan memproduksi barang lalu dibawa ke bagian distribusi berdasarkan ramalan historis. Produk dihasilkan untuk memenuhi jadwal produksi.
Sering kali barang atau jasa yang salah mengakibatkan persediaan yang tidak perlu, meningkatkan biaya penyimpanan dan pengiriman produk terhambat. Dengan supply chain management produk (barang atau jasa) dihasilkan berdasarkan kebutuhan konsumen.
Jadi, barang produksi harus fleksibel dengan perubahan pasar. Diperlukan kemampuan berubah secara cepat untuk menyesuaikan dengan variasi kebutuhan khalayak.
Untuk mencapai proses produksi tepat waktu dengan ukuran lot minimum, manajer harus berfokus pada biaya-biaya perubahan yang rendah termasuk merekayasa ulang proses, perubahan dalam rancangan barang atau jasa dan perhatian pada rangkaian barang atau jasa.
f. Procurement
Berhubungan baik dalam jangka panjang dengan sekelompok pemasok dalam arti hubungan win-win relationship akan mengubah sistem beli tradisional.
Hubungan ini adalah melibatkan pemasok sejak tahap rancangan barang atau jasa sehingga dapat mengurusi siklus pengembangan produk (barang atau jasa) serta meningkatkan koordinasi antara engineering, purchasing dan supplier pada tahap akhir rancangan.
g. Pengembangan Produk dan Komersialisasi
Untuk mengurangi waktu masuknya produk ke pangsa pasar, konsumen, dan supplier seharusnya dimasukkan ke dalam proses pengembangan produk. Bila siklus produk termasuk singkat maka produk yang tepat harus dikembangkan dan dilaunching pada waktu singkat dan tepat agar perusahaan kuat bersaing.
Manajer pengembangan produk dan komersialisasi seharusnya mengkoordinasikan dengan Customer Relationship Management (CRM) untuk mengidentifikasi kebutuhan-kebutuhan konsumen yang telah tertampung maupun yang belum ditampung, memilih material dan pemasok yang sesuai yang berhubungan dengan bagian procurement, mengembangkan teknologi produksi dan aliran produksi untuk mengakses kemampuan produksi dan integrasi ke dalam aliran supply chain yang terbaik untuk penggabungan produk.
h. Retur
Proses return management yang efektif memungkinkan kita mengidentifikasi produktivitas kesempatan memperbaiki dan menerobos proyek-proyek agar dapat bersaing. Ketersediaan retur (return to available) adalah pengukuran waktu siklus yang diperlukan untuk mencapai pengembalian aset (return on asset) pada status yang digunakan.
